In What World Do We Cut Food for Children?

So, we cut local fresh (not agrafarm canned) food for children and families in need. And in the process, we hurt local small farmers and fishers.
In what world does this happen?
Simple answer: In America under the “leadership” of T, EM and JD.
What could justify this? Under what economic theory or food policy is this a wise decision in the near and/or longer term?
There is plentiful evidence that the current regime running America could care less about “real” people and their day-to-day lives. All sorts of people are being disenfranchised … cut off from essential services in healthcare, education and food supplies.
